When asked how long <br /> the filters had been on site, Mr. Markowitz stated it was "probably two or three years'worth, maybe more." No <br /> disposal records were available on site for used oil filters. Facilities that generate up to one ton of used oil filters per <br /> year may store the filters up to one year. Facilities that generate one ton or more of used oil filters may store the <br /> filters for up to 180 days. Immediately recycle these filters under a bill of lading and submit a copy of the bill of lading <br /> to the EHD. <br /> A 55 gallon drum of used oil filters was observed with no accumulation start date and the lid resting on top, but not <br /> sealed shut. Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as <br /> "drained used oil filters," and marked with an accumulation start date. Immediately close this container, mark the <br /> accumulation start date, and ensure that all used oil filters are managed in this way. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by January 7, 2015. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
