We received your letter response dated 30 March 2001
stating that you are financially unable to complete the required work. On 2 April 2001,Board staff
completed a site visit, and noted that your former office buildings and property are being utilized for
operations and storage by Quickcrete, a neighboring concrete products manufacturer. Quickcrete must
be compensating you for the use of the property, and possibly, you can make arrangements with
Quickcrete to assist in the required investigation. Board staff has also been in phone contact with you,
and requested you to reapply to the UST Cleanup Fund for financial assistance in investigation of this
former underground storage tank (UST) site.
With your approval, Board staff collected a groundwater grab sample on 24 April 2001 from the one
on-site monitoring well to test for the presence of MtBE(see attached photographs of site). The well
was not purged prior to sample collection. The groundwater sample was collected using a weighted
disposable polyethylene bailer dropped to the bottom of the monitoring well. The groundwater sample
was transferred directly from the disposable bailer into 40-milliliter volatile organic ampules (VOAs)
provided by the laboratory. The sample VOAs were labeled, placed directly into a pre-cooled ice chest
with ice, and submitted to California Laboratory Services (CLS) in Rancho Cordova for analysis by
EPA Method 8260B. The sample was designated "SCM-1" for Siebold Construction monitoring
well #1, and the trip blank was designated "TCMW-2". During sample collection, a strong gas odor
was detected from the groundwater sample.
MtBE was not identified in the sample at a reporting limit of 0.5 micrograms per liter(µg/1); however,
toluene, ethyl benzene, xylenes, and other weathered gasoline constituents were identified above taste
and odor thresholds. It should be noted that these sample results are from a groundwater grab sample,
and a purged groundwater sample will yield different results and may contain MtBE. A copy of the
CLS analytical results and laboratory quality assurance/quality control documents are attached.
California Environmental Protection Agency
Crecycled Paper
The energy challenge facing California is real. Every Californian needs to take immediate action to reduce energy consumption.
For a list of simple ways you can reduce demand and cut your energy costs, see our Web-site at http://vrmv.sweb.ca.gov/nvqcb5
