The <br /> County's last correspondence to you, dated 9 January 1997, requested you to submit a plan of work <br /> to perform a soil and groundwater investigation by 24 January 1997. Your reply letter to the <br /> County on 23 January 1997 stated that you would"move forward on the resolution of this project" <br /> starting the week of 27 January 1997. To date, neither the County nor this office has received a <br /> plan of work to complete the requested investigation and cleanup. Therefore, based on your <br /> recalcitrance and non-compliance with their numerous requests, the County has referred this site to <br /> the Regional Board for regulatory oversight and enforcement. <br /> Based on our file review, we show that three gasoline USTs (8,000, 2,000, and 1,000 gallon), <br /> dispensers, and ancillary piping were removed from the site between May 1989 and <br /> September 1990. Four soil borings were completed in January 1993, and the maximum soil <br /> contamination, identified in a sample at 20 feet below ground surface (bgs) near the former <br /> 2,000-gallon UST, contained total petroleum hydrocarbons as gasoline (TPHg) at 693 milligrams <br /> per kilogram (mg/kg), and benzene at 54 mg/kg. A groundwater grab sample collected in <br /> April 1993 identified TPHg at 14,000 micrograms per liter(µg/1), and benzene at 20,000 µg/1. The <br /> depth to water was reported at 55 feet bgs. In April 1997, one monitoring well was installed, and <br /> subsequent sampling indicated 52,000 µg/1 TPHg, and 46 µg/1 benzene. To our knowledge, no <br /> additional soil or groundwater investigative work has been completed at this site since April 1997. <br /> Based on the contamination identified at your site to date, a complete soil and groundwater <br /> investigation is required. By 2 April 2001, submit a plan of work to this office to delineate the <br /> lateral and vertical extent of contamination at your site.
