Siebold Corporation •
5835 East Cherokee Road#98 - 2 - 13 February 2001
according to the enclosed Appendix A of the Tri-Regional Recommendations for Preliminary
Investigation and Evaluation of Underground Storage Tank Sites, and include the following:
• A status report including site background, current site use, and a summary of all activities
completed to investigate the extent of petroleum hydrocarbon contamination at your site.
• A proposal to analyze all groundwater samples for TPHg, TPHd, BTEX, the fuel oxygenates
(MTBE, TBA, ETBE, DIPE, TAME, Ethanol, and Methanol), and the fuel additives
ethylene dibromide and 1,2-dichloroethane. Please note that EPA Method 8260B is the
preferred analytical method for determining the presence of MTBE, and some laboratories
can run a complete suite of petroleum constituents by EPA Method 8260B, thereby saving
considerable cost.
• A proposal to conduct a sensitive receptor survey. The survey is to include a search for all
wells (municipal, domestic and agricultural), surface water bodies, schools, and other
receptors within 2000 feet of site boundaries. Information for the survey must be obtained
from field reconnaissance activities within 500 feet, local water purveyor(s), your well
permitting agency, and the Department of Water Resources. All information must be
plotted on a map, and a table of pertinent information and any available well logs included.
The work plan must also include a complete list of all record owners of fee title. Section
25299.37.2(a) of Chapter 6.75 of the California Health and Safety requires that all current record
owners of fee title to the site be notified of any corrective action or site closure proposals prior to
the Regional Board considering the proposal. Furthermore, the responsible party(ies)must certify
in writing to the county that the notification requirement has been met and must submit a complete
mailing list of all record owners of fee title to the county. To expedite review of your reports, this
information must also be submitted to the Regional Board.
Failure to comply with these requests may subject you to formal enforcement actions including
fines (civil liability). If you have any questions or comments, please call me at (916) 255-3115.
/arty Hartzell
Associate Engineering Geologist
Encl.
cc: Ms. Sandy Gill, SWRCB Cleanup Fund, Sacramento
Ms. Margaret Lagorio, San Joaquin County Environmental Health Division, Stockton
