Chronology 820 American Street, Stockton
Page 3
3/17/97 PHS/EHD submitted a nomination to the RWQCB for this site to be
placed on the list of Emergency, Abandoned, and Recalcitrant (EAR)
sites maintained by the State Water Resources Control Board (SWRCB).
This site was placed on that list in July 1997 and is still on that list.
04/04/97 A work plan was submitted by a potential buyer of the property for
installation of one monitoring well at the site as an environmental
assessment for evaluating the potential purchase of the property.
08/01/97 Site work, one monitoring well installed. Subsequent sampling of the well
indicated significant petroleum hydrocarbon impact to groundwater.
Results were 52,000 µg/I TPHg and 46 µg/I benzene. A potential property
purchaser financed the work.
6/20/00 The responsible party met with PHS/EHD staff, was informed that the site
was on the EAR list, and that the lateral and vertical definition of
contamination in soil and groundwater was still required. He was also
informed that the site may be referred to the San Joaquin County District
Attorney's office or the RWQCB for enforcement action.
1/17/01 PHS/EHD decided not to contract with the SWRCB for EAR funds.
PHS/EHD is referring this site to RWQCB for enforcement action since
the responsible party is recalcitrant and has not had any investigative
work performed at the site. Potential property purchasers have financed
the limited amount of site investigation. This site has had no tests
performed for MTBE contamination.
