ANDERSON STREET, STOCKTON <br /> In response to your letter dated December 10, 2001, staff from the Municipal Utilities <br /> Department has reviewed the information provided regarding the well permits for 743 and 819 <br /> W. Anderson Street, Stockton. In general, the City of Stockton's interest is to ensure the <br /> protection of the groundwater aquifers that are used to provide potable water supply to the <br /> urban area of Stockton. <br /> In reviewing the data provided in your letter, it appears that the applicant will be required to drill <br /> the perspective wells substantially deeper than 200 feet due to the sanitary seal requirement <br /> under consideration. This would place the well casing perforations at aquifer levels that are <br /> used for potable water supply by the water utilities serving the general population. As you are <br /> aware, the City of Stockton is located over a groundwater basin that has been classified as <br /> "critically overdrafted" by the state Department of Water Resources. The immediate threat to <br /> the water supply aquifers principally used by the water utilities within the Stockton urban area is <br /> saline intrusion. In our view, the approval of these permits could exacerbate the problem by <br /> accelerating the movement of saline water in an easterly direction and further degrade the <br /> aquifers providing potable water. <br /> Therefore, it is our request that the County, as lead agency with approval authority, provide an <br /> environmental review of this project, to determine the hydrological impacts of these wells on the <br /> potable aquifers in this overdrafted groundwater basin. Any impacts should be mitigated to a <br /> less than significant level. <br /> Thank you for the opportunity to review and comment on these well permit applications. <br /> MORRIS L.
