PUBLIC HgALTH SERVICIS pQ,...N.
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor Stockton, CA 95202
 <<FijR
2091468-3420
RICHARD YEHLE
DISTRICT ENVIRONMENTAL COORDINATOR SAN 7 ZQQ
US POSTAL SERVICES
3775 INDUSTRIAL BLVD
WEST SACRAMENTO CA 95799
(a 00
7
RE: U. S. Postal Service
3131 Arch Road
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division
(PHS/EHD) has reviewed the information in our file concerning the above
referenced site.
On May 14, 1998 two 12,000 gallon underground storage tanks (USTs) were
removed from the site (one tank had contained diesel and the other tank had
contained gasoline). There was a cement slab beneath the USTs and soil
samples were not collected from the native soil beneath the slab, as required, to
demonstrate there had not been a release of fuel to the subsurface. Soil
samples were collected from the soil stockpile generated during the removal
activities. Soil samples were also collected beneath the UST piping and the two
fuel dispensers. PHSIEHD staff noted odor beneath the diesel dispenser area.
Analytical results of the soil stockpile samples were non -detect for contaminants,
except 1.81 mg/kg of Total Petroleum Hydrocarbons as diesel (TPH-d). The
stockpiled soil was returned to the UST excavation. The analytical result of the
soil sample collected beneath the diesel dispenser for TPH-d was 817 mg/kg.
The analytical results of the soil sample collected beneath the piping for Methyl
tert Butyl Ether (MTBE) was .340 mg/kg.
At the time of the above UST removals, PHS/EHD staff noted seepage from the
Product Oil and Waste Oil UST overspill areas and required correction of the leak
under permit and inspection of PHS/EHD.
On July 7-8, 1998 4 soil borings were drilled near the slab beneath the former
12,000 gallon USTs and soil samples were collected at 15 feet below surface
grade. Analytical results of the 4 soil samples were non -detect for contaminants,
except for one sample that had 2.47 mg/kg of TPH-d. PHSIEHD does not
consider those samples representative of the soil beneath the cement slab where
the USTs were located.
A Division of San Joaquin County Health Care Services
