Y�^ 3131 Arch Road, Stockton Page 2 On July 8, 1998, an unauthorized release form was completed for the MTBE and TPH-d contamination associated with the 12,000 gallon USTs. On July 21, 1999, the 1000 gallon Product Oil and 1000 gallon Waste Oil USTs were removed. Soil samples were collected from the fill material around the USTs and the soil stockpile generated during the UST removal activities. Analytical results of those soil samples were non -detect for contaminants. PHSIEHD does not consider those samples representative of the soil beneath the cement slab where the USTs were located. No soil samples were collected beneath the cement slab that was beneath the USTs as required by PHSIEHD. A PHSIEHD staff report, dated July 21, 1999, notes that 130 feet of piping was removed without PHSIEHD inspection and that soil samples were not collected beneath this piping. According to a map of this facility, previously provided to PHSIEHD, piping associated with the -Waste Oil and Product Oil USTs still exists beneath the building at this site. This piping must be'�closed in place under PHSIEHD permit and inspection. .l A plan to investigate the lateral and vertical extent ofIthe documented contamination at this site and investigate the areas previously not properly addressed. should be submitted to PHSIEHD by March 1, 2000. In addition, a plan for closure of the piping beneath the building should bye submitted that same date. Since the building and cement slab that was beneath the USTs make it difficult to sample the soil directly beneath the UST systems, PHSIEHD recommends you conduct a soil and groundwater investigation at the site.
