An accurate UST Monitoring Site Plan was not submitted. The map submitted on CERS did not include leak detectors or the date prepared. A site plan must be submitted identifying the locations where monitoring will be performed. Immediately log into the California Environmental Reporting System (CERS) at http-.Hcers.calepa.ca.gov/ and upload a copy of the UST Monitoring Site Plan. This is a minor violation. 201 CCR 2712(b) Failure to maintain monitoring, maintenance, and follow up action records. Maintenance and monitoring records for the last three years were not found on site. No records were available for the alarms on 1/8/18 (L8 87 STP sump) and 11/16/17 (1_5 UDC 9/10 and L8). The designated operator reports stated these alarms were addressed by the site owner or site manager removing rain water. According to Mohammad Hussaini, the site manager, the site does not open the sumps for any reason and has never removed liquid. These records shall be maintained on site for at least three years. Monitoring records include: (1) date and time of all monitoring or sampling; (2) monitoring equipment calibration and maintenance records; (3) results of any visual observations; (4) results of sample analysis performed a lab or in the field; (5) logs of all readings of gauges or other monitoring equipment, ground water elevations, or other test results; (6) results of inventory readings and reconciliations. Immediately locate and maintain all maintenance and monitoring records for the last three years on site and submit copies to the EHD. This is a minor violation. 204 CCR 2712(i) Current monitoring plan approved by the EHD not found on site. An approved copy of the monitoring plans were not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 205 CCR 2712(i), 2634(e) Failure to submit a current UST Response Plan and have it available onsite. An approved copy of the response plan was not available for inspection. A copy of these plans shall be accessible on site at all times. Immediately locate and retain a copy on site. This is a minor violation. 206 CCR 2712 Failure to comply with UST operating permit conditions. A copy of the UST operating permit was not found on site. A copy of the UST operating permit and all attachments and conditions shall be retained at the facility. Immediately obtain a copy of the permit and retain it on site. This is a minor violation.
