R5-2004-0806, JOHN TAYLOR <br />FERTILIZERS, 1819 SOUTHARGONAUT WAY, STOCKTON, SAN JOA QUIN COUNTY <br />Since 2000, John Taylor Fertilizers has been monitoring the extent of groundwater pollution at its <br />Stockton facility quarterly, and in May 2003 requested that Central Valley Regional Water Quality <br />Control Board staff (Regional Board staff) revise Monitoring and Reporting Program No. 5-01-818. On <br />9 July 2003, Regional Board staff transmitted a draft Monitoring and Reporting Program (MRP) to you, <br />and we received comments from your consultant, Mr. Scott Felton of GeoSyntec Consultants. We <br />concur with your request to remove requirements to monitor total petroleum hydrocarbons as diesel <br />(TPHd), organophosphate compounds, and ammonium from the monitoring schedule. <br />Organophosphate compounds and ammonium have not been detected in the monitoring wells in 11 <br />consecutive quarters, and TPHd was detected only once in this time period. However, none of these <br />wells is located in the operational center of the facility where these compounds were detected in a 1999 <br />grab groundwater investigation. Therefore, the MRP requires that any additional wells installed on-site <br />will need to be analyzed for organophosphate compounds, ammonium, and TPHd for at least the first <br />year. We will require additional monitoring wells be installed at the facility when we review the off-site <br />grab groundwater investigation report that is due 30 March 2004. <br />Monitoring and Reporting Program No. R5-2004-0806 is now in effect and requires semi-annual <br />monitoring in the first and third quarters.
