R5-2004-0806 <br />CALIFORNIA WATER CODE SECTION 13267 <br />FOR <br />JOHN TAYLOR FERTILIZERS, INC. <br />WILBUR-ELLIS COMPANY <br />STOCKTON FACILITY, SAN JOAQUIN COUNTY <br />John Taylor Fertilizers, Inc. operated a retail fertilizer distribution facility at its 1819 South <br />Argonaut Street site in Stockton from 1955 until early 1999 when John Taylor Fertilizers, Inc. <br />became a wholly-owned subsidiary of Wilbur -Ellis Company. John Taylor Fertilizers, Inc. and <br />Wilbur -Ellis Company are collectively referred to as Discharger. Groundwater monitoring <br />shows that nitrate, fumigants, and chlorinated herbicides exceed water quality goals at this site. <br />Groundwater is about 15 feet below ground surface. This pollution impaired the beneficial uses <br />of this water resource. The Discharger removed three fuel tanks and petroleum contaminated soil <br />in 1991, and in June 2003 received a No Further Action letter from the San Joaquin County <br />Environmental Health Department. <br />This Monitoring and Reporting Program (MRP) is issued pursuant to Section 13267 of the <br />California Water Code and is necessary to delineate groundwater pollutant plumes and determine <br />whether remediation efforts are effective. Existing data and information about the site show the <br />presence of various chemicals, including nitrate, bromacil, dinoseb, 1,2-dichloropropane, and <br />1,2,3-trichloropropane, emanating from the property resulting from the Discharger's past <br />operation. The Discharger shall not implement any changes to this MRP unless and until a <br />revised MRP is issued by the Executive Officer. This MRP replaces the requirements listed in <br />MRP No. 5-01-818, which was issued on 18 April 2001. <br />Prior to construction of any new groundwater monitoring or extraction wells, and prior to <br />destruction of any groundwater monitoring or extraction wells, the Discharger shall submit plans <br />and specifications to the Board for review and approval. Once installed, all new monitoring <br />wells (exclusive of those installed solely for remediation) shall be added to the monitoring <br />program and shall be sampled and analyzed according to the schedule below. <br />GROUNDWATER MONITORING <br />As shown on Figure 1, there are five monitoring wells: MW -1, MW -2, MW -3, MW -4, and <br />MW -5. The groundwater monitoring program for the five monitoring wells and any wells <br />installed for routine groundwater monitoring subsequent to the issuance of this MRP, shall <br />follow the schedule below. In addition, any monitoring wells installed on-site shall also be <br />sampled for organophosphate compounds (EPA Method 8141), ammonium (EPA Method <br />350.1), and total petroleum hydrocarbons as diesel (EPA Method 8015M) for at least two <br />consecutive semi-annual sampling events.
