San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.slgov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MIKES TOWING SERVICES 540 W SCOTTS AVE, STOCKTON April 03, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> -Two 55 gallon black & red steel drums of used oil in the shop were observed with only the contents labeled. <br /> -A 55 gallon black& red steel drum of used oil in the shop was observed with a contents label and a blank <br /> hazardous waste label. <br /> -A 55 gallon black& red steel drum of used antifreeze in the shop was observed with only the contents labeled. <br /> -A 55 gallon blue steel drum of unknown liquid in the yard east of the shop which was identified by Ms. Olivarez as <br /> possibly an empty oil drum which had become filled with rain water was observed with no labeling. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words "Hazardous Waste" <br /> - name and address of generator <br /> - hazardous properties (reactive, toxic, corrosive, ignitable) <br /> - physical state (liquid, solid) <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> A 55 gallon blue steel drum of used oil and gasoline filters was observed in the shop with no lid. Used oil filters <br /> commingled with used fuel filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled <br /> as "drained used oil and gasoline filters," and marked with an accumulation start date. Immediately close this <br /> container and ensure that all used oil filters are managed in this way. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 3, 2018. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials <br /> information online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
