San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone: (209)468-3420 Fax: (209)468-3433 Web:www.sjgov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> MIKES TOWING SERVICES 540 W SCOTTS AVE, STOCKTON April 03, 2018 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> -The annual maintenance on the shop fire extinguishers was last conducted on February 17, 2017. <br /> -Several inches of oily liquid was observed in the metal containment under the used oil and used antifreeze drums. <br /> All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency. Spill containment shall be maintained clean and dry at all times. Immediately begin <br /> this practice. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> Three 55 gallon black & red steel drums of used oil in the shop, a 55 gallon black & red steel drum of used <br /> antifreeze in the shop, and a 55 gallon blue steel drum of unknown liquid in the yard east of the shop which was <br /> identified by Ms. Olivarez as possibly an empty oil drum which had become filled with rain water, were observed with <br /> open bungholes. All hazardous waste containers shall be closed at all times except when adding or removing <br /> waste. Immediately close these containers and ensure all hazardous waste containers are closed when not adding <br /> or removing waste. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Four 55 gallon steel drums which previously held product oil were observed in the yard west of the shop with no <br /> empty labeling. Containers larger than five gallons that previously held a hazardous material shall be marked with <br /> the date they were emptied and managed within one year of being emptied.
