Box 806 <br />Sacramento, CA 95812-0806 <br />Re: ECS Refining, LLC — Stockton Facility (CAR 000 216 556) <br />Manifest Explanation <br />To Whom It May Concern: <br />DEC 01 2014 <br />ENVIRDDEPARTMEHEALTH <br />On behalf of ECS Refining, LLC I am writing to inform the Department of an error in the <br />several manifests from ECS Refining Stockton and to document the disposition of each <br />of the containers on these manifests, <br />In each case, the materials were shipped from ECS Refining Stockton by ECS Refining, <br />and the shipment was held at ECS Refining, Santa Clara (EPA ID# CAD003963592) as a <br />ten-day transfer facility en route to the designated facility, Clean Harbors San Jose (EPA <br />ID# CAD059494310). In each case, the profile for the some of the material on the <br />manifest was not approved by Clean Harbors in a timely fashion and the EH&S staff <br />member at ECS Refining Santa Clara did not follow proper procedures with regard to this <br />material. He has since been removed from his job for this failure. <br />Manifest Number 009479243JJK, Ship Date 5/7/2012 <br />This manifest had two line items, as follows: <br />9bl : 8 drums of PPE contaminated with lead <br />9b2: 3 gaylords of filters contaminated with lead <br />The 8 drums of PPE were put on manifest number 009479260JJK and shipped to Clean <br />Harbors on 6/4/2012. A signed manifest copy was received for this shipment dated <br />6/8/2012. A copy of this manifest is included with this letter. <br />The three gaylords of filters contaminated with lead were shipped to Conecsus, LLC on <br />manifest number 009476932JJK on 5/17/2012.
