As the survey of citizens indicate, the time has come £or additional <br /> positive steps to be taken by Spreckels Sugar to eliminate these odors. <br /> The committee appreciates the steps taken in the past by Spreckels. We <br /> do feel that all alternatives be explored to eliminate these odors. The <br /> committee unfortunately does not have an answer and we do not know if ,there <br /> is an absolute answer. <br /> We recognize the positive impact Spreckels Sugar has on our local <br /> economy, jobs, taxes, payroll. We don't want to see a State or Federal <br /> agency prematurely force a curtailment or closure of the local plant and <br /> in fact the vast majority of people queried shared that sentiment. <br /> Some alternatives mentioned as a means to improve the situation are: <br /> 1, ilore airation of existing facilities <br /> 2. A complete new treatment facility <br /> 3. A more sophisticated use of chemicals. <br /> Our committee recommends that Spreckels explore with the City, Health <br /> District and Cc ? 311 avenues and make a firma commitment to take all <br /> practical steps to eliminate the odor. We recognize the present relocation <br /> process (Highway 120 Bypass) has aggrevated the situation. The committee <br /> recommends patience from the community while Spreckels completes this <br /> relocation project. <br /> The philosophical question of development encroachment upon existing <br /> industry should be looked at from a "good-planning" standpoint. Should <br /> industry be totally to blame for creating development around an objection- <br /> able industry? Should industry be allowed to stop development instead of <br /> making themselves compatible with that development? <br /> (12) <br />
