A recent inspection has indicated that fugitive emissions of dried <br /> beet pulp may be in violation of the District's emission standards. The <br /> District would welcome an invitation by Spreckels to allow the Inspectors <br /> to observe the transferring of dried beet pulp into trucks on a daily basis <br /> over the period of one or two weeks so that it can be determined whether or <br /> not the recent observation was representative of Spreckels normal beet pulp <br /> handling operations. If a violation should be found to exist, Spreckels would <br /> be afforded an opportunity to obtain a variance so that corrective measures <br /> could be implemented without interrupting the plant's operations. <br /> CITY, COUNTY- .1N-,D OTHER GOVERNMENTAL AGENCIES: <br /> Our committee appreciates the way the City of Manteca responded and . <br /> provided us with a copy o£ all their materials relative to this issue. <br /> Some people were critical of the way the people's complaints were <br /> received. Others were complimentary of the way the meeting was not allowed <br /> to get "out—of—con----l". <br /> The information received from this sub—committee was just of an <br /> information nature and no conclusions are to be drawn. We do encourage all <br /> governmental agencies to work toward a solution of the odor at Spreckels Sugar. <br /> CONCLUSIONS AND OBSERVATIONS <br /> This co=ittee recognizes that the complaints of odor from Spreckels <br /> Sugar plant are valid and are of legitimate concern to the entire community. <br /> The comfort of citizens, especially residents of certain areas, i.e. Powers <br /> Tract and E1 Rancho Mobile Home Park, is affected. Depending on atmospheric <br /> conditions the severity and longevity and geography impact of. these odors <br /> vary. <br /> (11� <br />
