BOX 2009, STOCKTON, CALIFORNIA 95201 <br /> Telephone: (209) 466-6781 or 462-8526 <br /> EMISSIONS OF AIR CONTAMINANTS FROM SPRECKELS SUGAR <br /> The San Joaquin County Air Pollution Control District was established pursuant to state <br /> law to provide local responsibility for the control of air pollution from all sources <br /> other than motor vehicles. Therefore, the District's earliest efforts centered on identifying <br /> the various sources of emissions of air pollutants and inventorying the sources to quantify <br /> the actual rates at which contaminants are being released into the atmosphere. The <br /> District's first recorded contact with Spreckels was a source inventory prepared on <br /> September 1 , 1970. The District has updated this inventory from time to time and the <br /> latest inventory indicates that emissions of quantifiable air contaminants emanating <br /> from Spreckels Sugar during 1975 were as follows: <br /> 4.58 tons per year of organic gases <br /> 111 .67 tons per year of particulate matter <br /> 527.55 tons per year of oxides of nitrogen <br /> 43.59 tons per year of sulfur dioxide <br /> 22.91 tons per year of carbon monoxide <br /> From this data it is evident that the Spreckels plant is a major source of emissions of <br /> air contaminants. <br /> The equipment and processes which are the major sources of quantifiable amounts of pollution <br /> are the boilers, the carbon adsorption system, the lime production system, the carbonation <br /> system, the sugar drying and cooling system, the product finishing and storage facilities, <br /> and the beet pulp drying and storage facilities. On October 7, 1973 a Federal Environmental <br /> Protection Agency inspector observed emissions in violation of the District's Rule 401 <br /> (Visible Emissions) emanating from Spreckels beet pulp drier. The violation was forwarded <br /> to the District for enforcement action. The District informed Spreckels that air pollution <br /> 6/2/77 <br />
