•Emissions (Spreckels Sugar) % is Page two <br /> law provided for variances to provide time extensions for sources to achieve compliance. <br /> Spreckels applied for a variance which was granted by the Hearing Board on December 27, <br /> 1973. Subsequently, Spreckels installed particulate scrubbers on the beet pulp drier <br /> stacks. The scrubbers were tested on September 24, 1974 and shown to comply with the <br /> District's particulate matter emission standards. <br /> In 1974 the District's Regulation II became effective. Regulation II requires the owner <br /> or operator of any equipment, process, or other source which has a potential to emit air <br /> contaminants into the air to obtain a Permit to Operate from the District. Therefore, <br /> Spreckels was requested to file the appropriate permit applications with the District. <br /> Each process and article of equipment was evaluated to determine that the resultant <br /> emissions did not violate the District's emission standards. Subsequently, the District <br /> issued the required Permits to Operate the various sources of emissions. <br /> In conjunction with the permit regulation, the District instituted a program of scheduled <br /> inspections to determine that equipment and processes were being operated as specified in <br /> the applications submitted by the sources and to assure that proper maintenance was being <br /> performed to prevent violations of the District' s emission standards from occurring. In- <br /> spections and a review of the evaluations of the emission control systems indicated that <br /> additional data was needed to verify that two of the emission sources were operating in <br /> full compliance with the District's emission standards. Spreckels tested the systems to <br /> generate the needed emission data in December of 1976. The tests showed that one of the <br /> sources in question was in compliance but that the carbon kiln was in violation of the <br /> District's particulate matter concentration standard, Rule 404. Spreckels petitioned the <br /> Hearing Board for a variance which was granted on February 17, 1977. The variance allowed <br /> Spreckels an extension of time until March 30, 1978 to bring the carbon kiln into compliance. <br /> On May 25, 1977 the District received an application for an Authority to Construct an <br /> emission control system which Spreckels installed on an experimental basis to abate the <br /> 6/2/77 <br />
