FGL Environmental Doc ID: S3HW S020.002 <br /> Revision Date: 6/22/00 Page: 2 of 12 <br /> 2.0 SCOPE AND APPLICATION <br /> This document outlines the standard operating procedure for management of all hazardous waste <br /> streams generated at FGL-Stockton (FGL-STK). Roger Perry has been designated as the <br /> Environmental Compliance Officer(ECO) for FGL-STK, and he will be happy to provide help and <br /> to answer any specific questions regarding hazardous waste management. <br /> 3.0 SAFETY <br /> The same safety precautions necessary for handling any hazardous material apply to the handling of <br /> hazardous waste. In fact, one should be extra cautious with hazardous wastes because they often <br /> contain a mixture known hazardous materials. Though extensive information is provided in material <br /> safety data sheets about the toxicity of the individual hazardous components contained in a given <br /> waste,there is no such information available which applies to mixtures. Therefore one must use great <br /> care in handling hazardous wastes. Never make direct contact with the waste in any way. Always <br /> wear gloves, eye protection, and protective clothing when handling hazardous waste. Waste <br /> containing volatile hazardous chemicals must be handled in a fume hood,and must be placed in an air- <br /> tight container prior to transporting it. Incompatible materials must be separated to prevent reactions <br /> which may result in fire, evolution of toxic gases, or other hazards if the materials come in contact <br /> with one another. <br /> 4.0 GENERAL INFORMATION <br /> a) Satellite hazardous waste accumulation areas are employed at FGL-STK. There is no 90 day <br /> hazardous waste accumulation area. Waste containers at the satellite accumulation area must be <br /> labeled with the following information: <br /> ACCUMULATION START DATE <br /> PHYSICAL STATE (Liquid, Solid...) <br /> HAZARDOUS COMPONENTS <br /> HAZARD CLASS (flammable,corrosive, reactive, or toxic) <br /> GENERATORS EPA ID# <br /> COMPANY NAME, ADDRESS, PHONE NUMBER <br /> Enter the information on the preprinted labels provided for that purpose. <br /> b)The accumulation start date is a very important piece of information. California state law allows <br /> satellite accumulation of hazardous waste for up to one year or 55 gallons total volume. At the end <br /> of one the one year period the waste must be transported offsite by an approved waste transporter who <br /> will forward it to an approved treatment/disposal facility. <br /> c)There is one satellite accumulation areas at FGL-STK. It is located in the inorganic laboratory. The <br /> satellite area is controlled by a single operator. Only one container for each waste stream in each <br /> satellite area is allowed. Each container must be labeled with the same information stated above, <br /> except the date should be noted as the satellite start date. Each hazardous waste stream may be <br /> accumulated in a satellite area for 12 months or until the quantity limitation is reached, whichever <br /> comes first. <br /> d)The operator that generates a given hazardous waste stream is responsible for proper accumulation, <br /> labeling and logbook record keeping. The ECO is responsible for overseeing the hazardous waste <br /> management program for the entire laboratory,and coordinating operations with the hazardous waste <br /> transport/disposal contractor. <br />
