FGL Environmental Doe ID: S313NVS020.002 <br /> Revision Date: 6/22/00 Page: 4 of 12 <br /> 9.0 EMERGENCY RESPONSE PROCEDURES <br /> Pursuant to 22 CCR 66265.56, emergency procedures to immediately and efficiently respond to <br /> releases or threatened releases of hazardous materials or hazardous wastes or hazardous waste <br /> constituents, and to fires or explosions on- site which could threaten harm to human health or the <br /> environment,have been established. <br /> 9.1 Emergency Response and Notification Procedures <br /> a) In the event of a hazardous materials/waste spill employees are authorized to take immediate <br /> action to clean up a small amount of material if it does not present an exposure hazard. Employees <br /> will only undertake such action if they have received prior training in the hazards of the materials <br /> encountered, have safe means of handling the materials, and the appropriate personal protective <br /> equipment(PPE)requirements for the respective materials. Absorbent materials and appropriate <br /> PPE are available to employees to use in such cleanups. <br /> b) If the emergency is significant, a large spill occurs, a significant release is threatened, or <br /> additional help is needed, employees are required to immediately notify their supervisor or the <br /> Environmental Coordinator(EC).The EC or the senior supervisor on-site shall direct the emergency <br /> response and the cleanup as appropriate. <br /> c)The EC shall,after receiving notification of a significant emergency, implement the provisions of <br /> the Contingency Plan,which shall include: <br /> 1. Immediately activate the internal employee alarm system if an evacuation is necessary. <br /> This alarm system will consist of calling out loudly and clearly the words "Evacuate, <br /> Evacuate,Evacuate". <br /> 2. Determine the need for off-site emergency assistance and/or the reportability of the <br /> incident. <br /> 3. Notify the City of Stockton Fire Department (Community Right-to-know agency <br /> designated in the Contingency Plan)if a release or threatened release which may cause <br /> present or potential harm to human health, the environment or property exists or if <br /> evacuation of surrounding locations is advisable. <br /> 4. Notify the State Office of Emergency Services(1-800-852-7550)in the above situation. <br /> 5. Notify the National Response Center(1-800-424-8 802),if applicable(based on a release <br /> in excess of 100 pounds or the reportable quantity (RQ) for the material -- listed at 40 <br /> CFR 355). <br /> 6. In all such notifications,the EC or designee shall provide the following information: <br /> (a) Name and telephone number of reporter <br /> (b) Name and address of facility <br /> (c) Time and type of incident <br /> (d) Name and quantity of material(s) involved <br /> (e) Extent of injuries, if any <br /> (f) Possible hazards to human health or the environment. <br /> 7. Determine the necessity of use of facility personnel specially trained to clean up large <br /> spills(personnel designated and trained as emergency responders)gr the need to notify <br /> and await off-site responders. <br />
