One 55 gallon drum of used absorbent by the store and five 55 gallon drums of used absorbent by <br />the truck lube did not have any of the required labeling. Seven of the nine 55 gallon drums of used <br />absorbent by the water filtration system did not have the accumulation start date nor have the hazardous <br />properties identified. Two of the nine 55 gallon drums of used absorbent by the water filtration system <br />did not have any of the required labeling. All hazardous waste containers shall be marked with the <br />following information: <br />1. the words "Hazardous Waste" <br />2. name and address of generator <br />3. hazardous properties <br />4, physical state <br />5. composition (contents) <br />6. accumulation start date <br />Immediately label these containers and ensure that all containers are marked with all the required <br />information. Since it cannot be determined how long the containers have been on site, immediately <br />contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of <br />the manifest to the EHD by 4-14-11. Class II - repeat violation. <br />27. One 55 gallon drum of used absorbent by the store was left open. All hazardous waste containers <br />shall be Closed at all times except when adding or removing waste. Immediately close these containers <br />and ensure all hazardous waste containers are closed when not adding or removing waste. Class II - <br />repeat violation. <br />45. This facility is using its Spill Prevention Control and Counter Measures(SPCC) Plan as part of its <br />contingency plan. The plan did not specify actions in response to fires or explosions. The plan did not <br />describe arrangements agreed to by local police departments, fire departments, or hospitals to <br />coordinate emergency services. The plan did not include a list of all emergency equipment at the facility <br />nor an evacuation plan. <br />(a) The contingency plan shall describe the actions facility personnel shall take to comply with sections <br />66265.51 and 66265.56 in response to fires, explosions, or any unplanned sudden or non -sudden <br />release of hazardous waste or hazardous waste constituents to air, soil, or surface water at the facility. <br />(b) If the owner or operator has already prepared a SPCC Plan in accordance with 40 CFR Part 112, or <br />40 CFR Part 1510, or some other emergency or contingency plan, the owner or operator need only <br />ALL Elia STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE ($122). <br />THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY AT EHD'S CURRENT HOURLY RATE. <br />EHD Insp <br />`t;-- <br />ReeeiVed By; <br />Title: <br />EHD 23-02-003 Kiev 08/10110 CONTINUATION FORM <br />
