Copies of uniform manifests for the disposal of hazardous waste were not found on site. Mr. Gill indicated that his hazardous waste is being picked up every 2-4 months. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. This is a Class II violation. 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. Copies of hazardous waste disposal records were not found on site. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. This is a minor violation. 115 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. Bills of lading or manifests for the management of lead acid batteries were not found on site. A copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the EHD. This is a Class II violation. 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. Waste absorbent and oily staining were observed on the ground in the outdoor area utilized for the storage of hazardous waste (predominantly waste oil and oil filters). Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human health or the environment. Immediately fix all leaks and staining, lift all the lift absorbent off the ground, and manage according to Title 22 hazardous waste regulations, and ensure that facility is operated to minimize releases. Submit a statement and supporting documentation explaining how this waste was managed. This is a minor violation. 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. No spill control or decontamination equipment(e.g. eye wash)were available onsite at the time of inspection. All facilities shall be equipped with an internal communication or alarm system, a device capable of calling outside emergency help, spill control equipment, and decontamination equipment at all times. Immediately begin this practice. Submit proof of correction to the EHD. This is a minor violation.
