Used oil filters shall be drained of free-flowing oil, stored in a <br /> closed, rainproof container, labeled as"drained used oil filters," and marked with an accumulation start date. <br /> Immediately date this drum and ensure that all used oil filters are managed in this way. Since it cannot be determined <br /> how long these filters have been on site, immediately recycle these filters under a bill of lading and submit a copy of <br /> the bill of lading to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by May 6, 2016. <br /> "The paperwork inspection was completed on April 5, 2016. The facility walk through was completed on April 6, <br /> 2016. <br /> Also on site to investigate a spill that occurred on 4/2/16 (COJUQGUXO) and was reported through CalOES <br /> (16-2056), of a truck saddle tank rupture on the asphalt of the tow yard. The spill clean up is complete. Accordin( <br /> to Mr. Dacayanan, all waste clean up and disposal was handled by the responsible party, Gardner Trucking. No <br /> disposal manifests were available on site for the clean up waste. <br /> Note: The oily sludge is collected in three sumps under the corrugator machine. This oily sludge is disposed of <br /> as hazardous waste. These tanks are not being managed as underground storage tanks (USTs). <br /> Note: (corrected on site) <br /> The modified contingency plan information was lacking the locations of spill control and fire extinguishers. There <br /> must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency coordinator; <br /> location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire <br /> department, unless the facility has a direct alarm. This information was printed and posted at the time of <br /> inspection. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov.
