INTRODUCTION <br /> The following Pollution Prevention and Emergency Response Management Plan <br /> I <br /> (PPERM) has been prepared by Temple-Inland (Inland) for the Tracy Plant. The PPERM has <br /> been prepared to fully comply with the requirements for a facility Spill Prevention, Control and <br /> Countermeasure (SPCC) Plan as found in 40 CFR 112 and Stormwater Pollution Prevention Plan i <br /> (SWP3) as found in 40 CPR 122 and state regulations'as applicable. This PPERM.is a carefully <br /> thought out plan, prepared in accordance with good engineering practices, and has the full <br /> approval of management at a level with authority to commit the necessary resources. This <br /> w PPERM will be implemented as described herein. <br /> f <br /> The SPCC regulations are applicable to any facility the has total storage capacity of 1,320 <br /> gallons or more of oil or one single container capacity of 660 gallons or more,of oil. The goal of <br /> the SPCC regulations is to-prevent the discharge of oil into or upon the:waters of the United <br /> States or adjoining shorelines. <br /> The SWP3 requirements are applicable to facilities that have been granted a general or <br /> individual National Pollutant Discharge Elimination System (NPDES) permit allowing discharge <br /> ' of stormwater from the site. The goal of the requirements is to control the discharge of pollutants , <br /> in stormwater runoff though the development and implementation of site-specific and cost <br /> effective procedures for pollution prevention.
