f TRACY, PLANT 4 20 TEMPLE-INLAND R POLLUTION PREVENTION AND EMERGENCY f RESPONSE MANAGEMENT.PLAN r 2. INTRODUCTION The following Pollution Prevention and Emergency Response Management Plan I (PPERM) has been prepared by Temple-Inland (Inland) for the Tracy Plant. The PPERM has been prepared to fully comply with the requirements for a facility Spill Prevention, Control and Countermeasure (SPCC) Plan as found in 40 CFR 112 and Stormwater Pollution Prevention Plan i (SWP3) as found in 40 CPR 122 and state regulations'as applicable. This PPERM.is a carefully thought out plan, prepared in accordance with good engineering practices, and has the full approval of management at a level with authority to commit the necessary resources. This w PPERM will be implemented as described herein. f The SPCC regulations are applicable to any facility the has total storage capacity of 1,320 gallons or more of oil or one single container capacity of 660 gallons or more,of oil. The goal of the SPCC regulations is to-prevent the discharge of oil into or upon the:waters of the United States or adjoining shorelines. The SWP3 requirements are applicable to facilities that have been granted a general or individual National Pollutant Discharge Elimination System (NPDES) permit allowing discharge ' of stormwater from the site. The goal of the requirements is to control the discharge of pollutants , in stormwater runoff though the development and implementation of site-specific and cost effective procedures for pollution prevention. A listing of SPCC Plan and SWP3 requirements : and the location within the plan is found in Appendix A.
