SPILL RESPONSE <br /> 1 <br /> Spill response procedures are described in Appendix G. A list of contacts and state- <br /> ' specific spill and release reporting procedures are provided in Appendix G. Also, an incident <br /> i summary form is found in Appendix G. This form will be used to provide internal information <br /> about any incident, should one occur. <br /> According to the Emergency Response Guidelines, personnel that observe a spill will ; <br /> determine if the incident requires an emergency response for a major spill or an incidental <br /> response for a minor spill. The difference between these types of spills and responses is I <br /> explained below. <br /> 11.1. Emergency Response/ Major Spill <br /> An uncontrolled release of a hazardous substance which requires a major response effort <br /> by employees frorn outside the immediate release area or by other designated responders to an <br /> occurrence, would be considered a major spill and would require 'an emergency response. Plant <br /> employees should NOT respond to a major spill. An outside spill response contractor should be <br /> contacted to respond to a major spill. Appendix G provides a list of contact phone numbers and <br /> reporting_procedures. <br /> � r <br /> } <br /> ' 11.2. Incidental Responses/ Minor Spill <br /> I <br /> A response to the release of hazardous substances where -the substance can be safely I <br /> absorbed, neutralized or otherwise controlled at the time of the release by employees in the <br /> immediate release area or by maintenance personnel are not to be considered emergency <br /> responses. These types of spills are considered to be a minor spill. A minor spill requires an <br /> incidental response. <br /> The procedure for making a determination as to what is a major spill or a minor spill is <br /> explained here. <br /> 11.3.
