1{
I
I
TRACY, PLANT #20
TEMPLE-INLAND
POLLUTION PREVENTION AND EMERGENCY
RESPONSE MANAGEMENT PLAN
11. SPILL RESPONSE
1
Spill response procedures are described in Appendix G. A list of contacts and state-
' specific spill and release reporting procedures are provided in Appendix G. Also, an incident
i summary form is found in Appendix G. This form will be used to provide internal information
about any incident, should one occur.
According to the Emergency Response Guidelines, personnel that observe a spill will ;
determine if the incident requires an emergency response for a major spill or an incidental
response for a minor spill. The difference between these types of spills and responses is I
explained below.
11.1. Emergency Response/ Major Spill
An uncontrolled release of a hazardous substance which requires a major response effort
by employees frorn outside the immediate release area or by other designated responders to an
occurrence, would be considered a major spill and would require 'an emergency response. Plant
employees should NOT respond to a major spill. An outside spill response contractor should be
contacted to respond to a major spill. Appendix G provides a list of contact phone numbers and
reporting_procedures.
 r
}
' 11.2. Incidental Responses/ Minor Spill
I
A response to the release of hazardous substances where -the substance can be safely I
absorbed, neutralized or otherwise controlled at the time of the release by employees in the
immediate release area or by maintenance personnel are not to be considered emergency
responses. These types of spills are considered to be a minor spill. A minor spill requires an
incidental response.
The procedure for making a determination as to what is a major spill or a minor spill is
explained here.
11.3. Determination of Incidental versus Emergency Response
I
The determination of incidental versus emergency response should be performed by the
Environmental Management Team and should be based on the hazards associated with the spill.
i Use the following guidelines to determine Incidental (minor spill) versus Emergency (major
spill) Response.
r
Page 12 of 15 Amended 09/07/06
I
t
