CLASS II SURFACE IMPOUNDMENT <br /> MUSCO OLIVE PRODUCTS, INC. <br /> TRACY PLANT AND <br /> THE STUDLEY COMPANY <br /> SAN JOAQUIN COUNTY <br /> 13. Kenneth Kjeldsen, a California Registered Civil Engineer has certified <br /> that, for all three surface impoundments, the surface impoundment design <br /> ( including leachate collection and removal system) , vadose zone monitoring <br /> system, design and ground water monitoring system design comply with <br /> Subchapter 15 for a Class II surface impoundment. <br /> 14. The unsaturated zone monitoring system design prescribes 18 lysimeters for <br /> pond A, 18 lysimeters for pond B, and 15 lysimeters for pond C at various <br /> locations beneath the impoundments, plus one lysimeter upgradient for <br /> background monitoring. <br /> 15. The 24-hour, 1,000 year storm event at the Tracy pumping station, approxi- <br /> mately five miles northeast of the plant, is 4.46 inches. <br /> 16. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin River Basin ( 5B) , which contains water quality <br /> objectives for all waters of the Basin. These requirements are consistent <br /> with that Plan. <br /> 17. San Joaquin County has adopted a final environmental impact report in <br /> accordance with the California Environmental Quality Act (Public Resources <br /> Code Section 21000, et seq. ) and the State Guidelines. The project may <br /> have the following significant impacts on water quality: <br /> A. introduction of sulfates into the soil <br /> B. addition of salts to the ground water. <br /> 18. The Board has reviewed the EIR and compliance with these waste discharge <br /> requirements will mitigate or avoid the significant impacts on water <br /> quality listed in Finding No. 18. The Discharger ' s registered civil <br /> engineers have certified that the design of the facility meets the goal of <br /> Subchapter 15, which is no migration of wastes from the waste management <br /> unit(s) into surrounding natural geologic materials or waters of the <br /> state. <br /> 19. The EIR expresses concerns about sulfates from ground water being intro- <br /> duced into soils during earlier, proposed irrigation using this water. Such <br /> practices are no longer proposed. <br /> 20. The Board has notified the Discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this dis- <br /> charge. <br /> 21. The Board, in a public meeting, heard and considered all comments per- <br /> taining to this discharge. <br />
