CLASS II SURFACE IMPOUNDMENT -2- <br /> MUSCO OLIVE PRODUCTS, INC. <br /> TRACY PLANT AND <br /> THE STUDLEY COMPANY <br /> SAN JOAQUIN COUNTY <br /> 7. The ground water beneath the site is of varying quality. There are zones <br /> of saturation at approximately 30 feet and greater than 250 feet below <br /> ground surface. TOS of the water in the shallow stratum has been measured <br /> at 920 ppm. The next water bearing zone lies beneath about 200 feet of <br /> clay. This water in this zone is under pressure and is of poor quality <br /> (1,400 - 1 ,700 TOS) . It is therefore impractical and of limited value to <br /> monitor these deeper zones. <br /> 8. Surface water drainage from the site flows to an unnamed, dry creek bed <br /> which flows eastward toward the valley floor. Personnel at the site have <br /> never seen water actually flowing in this creek bed. This creek bed does <br /> not empty into another waterway, but rather disappears on the valley floor <br /> about three miles east of the site. <br /> 9. The Report of Waste Discharge describes the waste as dilute salt brine, <br /> sodium hydroxide, and ferrous gluconate. The Discharger has stated that <br /> the chemical make up will be as follows: <br /> Constituent Concentration <br /> 1986 1987 <br /> PH 6 9-11 <br /> EC 25,000 umhos/cm 12,000 umhos/cm <br /> TDS 16,000 mg/l 10,000 mg/l <br /> COD 10,000 mg/l 2,000 mg/l <br /> Iron -- 0.11 mg/l <br /> 10. The ground water monitoring system design prescribes one well into the <br /> shallow (30 foot deep) , small perched aquifer. Background ground water <br /> quality will be determined by sampling from this well prior to waste <br /> discharge. <br /> 11. The discharge, especially after evaporative concentration, poses a signifi- <br /> cant threat to water quality and a 'designated waste' and must be dis- <br /> charged to a Class II surface impoundment as California Administrative <br /> Code, Title 23, Chapter 3, Subchapter 15: (hereafter Subchapter 15). <br /> 12. The design of all three surface impoundments consist of an outer compacted <br /> clay liner two feet thick with a permeability to the brine waste of less <br /> than 1x10-6 cm/sec, a sand and geonet leachate collection system, and a <br /> 40-mil synthetic inner liner. The leachate collection system drains to a <br /> sump where leachate will be pumped back to the surface impoundment. <br />
