CLASS II SURFACE IMPOUNDMENT <br /> MUSCO OLIVE PRODUCTS, INC. <br /> TRACY PLANT AND <br /> THE STUDLEY COMPANY <br /> SAN JOAQUIN COUNTY <br /> B Discharge Specifications: <br /> 1. Neither the treatment nor disposal of wastes shall cause a pollution <br /> or nuisance as defined by the California Water Code. <br /> 2. The discharge shall not migrate into adjacent natural geologic <br /> materials nor cause degradation of any water supply. <br /> 3. The discharge shall remain within the Class II surface impoundment(s) <br /> (shown on Attachment 1) at all times. <br /> 4. The total 30-day discharge flow shall not exceed two million gallons. <br /> 5. Collected screening, sludges, and other solids removed from liquid <br /> wastes shall be disposed of in a manner approved by the Executive <br /> Officer and consistent with Subchapter 15. <br /> 6. Impoundment freeboard shall be maintained at a minimum of two feet at <br /> all times, even following the 24-hour 1,000 year storm event. <br /> C. Provisions: <br /> 1. Before discharge of waste begins, the Discharger is required to submit <br /> the following reports for the approval of the Executive Officer: <br /> a) To comply with Prohibition A.6. a complete report on: 1) the <br /> outer clay liner construction and permeability testing, including <br /> performance and results of QA/QC measures; 2) the leachate <br /> collection system construction and testing; 3) synthetic inner <br /> liner construction and testing including performance and results <br /> of QA/QC measures; and 4) installation and testing of the <br /> unsaturated zone monitoring system. <br /> The testing shall be performed, and the report prepared by a <br /> registered civil engineer or registered geologist who has <br /> experience in those specific areas. The report shall make the <br /> determination whether the entire system meets the appropriate <br /> provisions of Subchapter 15'. This determination shall be <br /> certified by the professional preparing the report. <br /> b) A plan, with time schedule, on the construction of additional <br /> facilities to handle Musco's wastes for the life of the facility, <br /> including documentary water balance. <br />
