CLASS II SURFACE IMPOUNDMENT MUSCO OLIVE PRODUCTS, INC. TRACY PLANT AND THE STUDLEY COMPANY SAN JOAQUIN COUNTY B Discharge Specifications: 1. Neither the treatment nor disposal of wastes shall cause a pollution or nuisance as defined by the California Water Code. 2. The discharge shall not migrate into adjacent natural geologic materials nor cause degradation of any water supply. 3. The discharge shall remain within the Class II surface impoundment(s) (shown on Attachment 1) at all times. 4. The total 30-day discharge flow shall not exceed two million gallons. 5. Collected screening, sludges, and other solids removed from liquid wastes shall be disposed of in a manner approved by the Executive Officer and consistent with Subchapter 15. 6. Impoundment freeboard shall be maintained at a minimum of two feet at all times, even following the 24-hour 1,000 year storm event. C. Provisions: 1. Before discharge of waste begins, the Discharger is required to submit the following reports for the approval of the Executive Officer: a) To comply with Prohibition A.6. a complete report on: 1) the outer clay liner construction and permeability testing, including performance and results of QA/QC measures; 2) the leachate collection system construction and testing; 3) synthetic inner liner construction and testing including performance and results of QA/QC measures; and 4) installation and testing of the unsaturated zone monitoring system. The testing shall be performed, and the report prepared by a registered civil engineer or registered geologist who has experience in those specific areas. The report shall make the determination whether the entire system meets the appropriate provisions of Subchapter 15'. This determination shall be certified by the professional preparing the report. b) A plan, with time schedule, on the construction of additional facilities to handle Musco's wastes for the life of the facility, including documentary water balance.
