According to the SPCC Plan <br />on site, the used oil tank is inspected once a week. The following items are required to be inspected at least daily: <br />1. overfill/spill control equipment; <br />2. aboveground portions of the tank system to detect corrosion or releases of water; <br />3. data gathered from monitoring and leak -detection equipment; <br />4. outside areas of the tank system including secondary containment to detect erosion or signs of releases of <br />hazardous waste; <br />5. for uncovered tanks, the level of waste in the tank. <br />Immediately begin required inspections of the hazardous waste tank system, and document the items inspected. <br />Submit a copy of the inspection log for the next 30 days to the EHD. <br />This is a Class II violation. <br />605 <br />CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br />-A red metal canister of "spent absorbent" was observed by the gasoline and diesel fuel tanks with only the contents <br />marked. <br />-Saturated absorbent pads were observed inside the diesel, 87, and 91 fill pipe containment boxes. <br />-A 55 gallon drum of unknown waste was observed next used oil tank with no labeling. <br />-A 55 gallon drum of unknown waste was observed near the used oil tank area with no labeling. <br />-Oily liquid was observed in the spill pallets under the product oil tanks and in the containment around the product oil <br />tanks in the shop. <br />-Two 55 gallon steel drums of waste absorbent were observed inside the shop with no labeling. <br />All hazardous waste containers shall be marked with the following information: <br />- the words "Hazardous Waste' <br />- name and address of generator <br />- hazardous properties (ignitable, corrosive, reactive, toxic) <br />- physical state (liquid, solid) <br />- composition (contents) <br />- accumulation start date <br />Immediately label these containers and ensure that all containers are marked with all the required information. Since <br />it cannot be determined how long these wastes have been on site, immediately contact a licensed hazardous waste <br />hauler to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br />The used oil tank was observed by the shop with a blank hazardous waste label. All hazardous waste tanks shall be <br />marked with the words "Hazardous Waste" and the accumulation start date. Immediately ensure that all hazardous <br />waste tanks are marked with the required information. <br />This is a Class II violation. <br />Page 9 of 11 <br />
