San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 �l7'Zb • is <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sjgov.org/ehd <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />ABF FREIGHT SYSTEMS INC <br />Facility Address: <br />2427 W YOSEMITE AVE, MANTECA <br />Date: <br />October 13, 2016 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />102 <br />CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br />According to Mr. Rich Ross, any damaged shipments, unclaimed or unwanted by both the shipper and the receiver, <br />are packaged and transported by ABF (returned back) to a facility called "DEF house" in Kansas City. One shipping <br />container (designated for this facility in Kansas City) was observed onsite at the time of inspection, the following was <br />noted inside this container: two yellow 55 -gallon containers (drums) along with a pallet of containers which <br />resembled paint and other boxed items. Any person who generates a waste shall determine if the waste is a <br />hazardous waste. Immediately make a hazardous waste determination for all unclaimed/broken hazardous waste <br />containers, and manage it according the Title 22 hazardous waste regulations. Please be aware that transportation <br />of hazardous waste shall be performed only a person that holds a valid registration issued by the Department of <br />Toxic Substances Control to transport hazardous waste, and a generator shall prepare a Uniform Hazardous Waste <br />Manifest on EPA Form 8700-22 prior to the transport of a hazardous waste for off-site transfer, treatment, storage <br />or disposal. Submit a statement and supporting documentation explaining how this waste was and will be managed <br />in the future. <br />This is a Class II violation. <br />104 <br />CCR 66262.34(d)(2) No modified contingency plan. <br />Facility failed to prepare a contingency plan. The owner or operator shall prepare a contingency plan designed to <br />minimize hazards to human health or the environment from fires, explosions, or any unplanned release of <br />hazardous waste to air, soil, or surface water and immediately implement that plan whenever there is a fire, <br />explosion, or release of hazardous waste which could threaten human health or the environment. Immediately <br />prepare a contingency plan and submit a copy to the EHD, a form was provided that could be used for this purpose. <br />This is a minor violation. <br />105 <br />CCR 66262.34(d)(2) No emergency coordinator. <br />An emergency coordinator and contingency plan information is lacking. There must be at least one emergency <br />coordinator on site or on call to coordinate emergency response measures, and the following information must be <br />posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill <br />control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a <br />direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A form <br />is provided that can be used for this purpose. <br />This is a minor violation. <br />106 <br />CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br />At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle <br />hazardous waste were properly trained, although training is being provided it's not specific to the hazardous waste <br />handling and or its management. The generator must ensure that all employees who handle hazardous waste are <br />thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD for <br />employees whose responsibilities include hazardous waste.
