The following manifests <br />were generated by this facility and their copies were not found onsite at the time of inspection: 014380404 JJK <br />(dated 10-01-2015) and 005232306 JJK (dated 5-26-2015) . Hazardous waste generators shall retain copies of all <br />manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for <br />three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for <br />the last three years, maintain them on site, and submit copies to the EHD. <br />This is a Class II violation. <br />113 <br />HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />Copies of hazardous waste disposal records were not found on site. Oily absorbent was observed on the ground in <br />the vicinity of the hazardous material storage containers. Mr. Rich Ross indicated that this facility generates <br />approximately 5-gallons of waste absorbent every 6-month. No hazardous waste storage containers were found <br />onsite at the time of inspection. Hazardous waste generators shall retain copies of all manifests signed off by the <br />disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them <br />readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain <br />them on site, and submit copies to the EHD to show how the generated hazardous waste is being handled. <br />This is a minor violation. <br />115 <br />CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />Mr. Rich Ross indicated that all vehicle maintenance is being done offsite at the Pro On-Site Fleet Services located <br />at 2010 W Fremont Street, Suite C, Stockton, CA. According to the Pro Onsite Fleet Services, ABF supplies parts <br />and materials for their repairs and when ABF supplies the automotive batteries the waste batteries are being <br />returned to them, as such this facility appears to generate waste automotive batteries. Bills of lading or manifests for <br />the management of lead acid batteries for the last three years were not found on site. A copy of each bill of lading <br />must be kept on site for at least three years. Immediately locate a copy of all bills of lading or manifests for lead <br />acid batteries for the last three years, maintain them on site, and the most recent copies to the EHD. <br />This is a Class II violation. <br />301 <br />CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />Oily absorbent was observed on the ground inside the hazardous material storage area. Facilities shall be <br />maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous waste to air, soil, or <br />surface water which could threaten human health or the environment. Immediately containerize all oily absorbent, <br />and manage according to Title 22 hazardous waste regulations. Submit a statement and supporting documentation <br />explaining how this waste was managed. <br />This is a minor violation. <br />Overall Inspection Comments: <br />This facility was inspected in connection with a complaint No: 000042359. This facility was found to be <br />generating hazardous waste, and as such a routine hazardous waste generator inspection was conducted on <br />10-13-2016. An inspection checklist was provided to the facility operator on the day of inspection.
