respond to any incident. When practical, a chemist
shall be included as one of the two additional
personnel. While en route, turn on and adjust all
test instruments. If initial information dictates
the mobilization of support equipment that cannot
fit on the response vehicle, notify the Bakersfield
office of type and quantity of equipment needed, ie
vacuum truck, end dump, flatbed, extra drums, extra
personnel, etc. Be sure equipment desired is
compatible with spilled material such as stainless
steel or rubber lined vacuum truck.
INTERNAL AND EXTERNAL NOTIFICATION PROCEDURES:
When mobilization is complete or near complete, the
satellite office supervisor will call the call back
number and verify information gathered first hand.
He will then confirm an ETA with the initial caller.
This ETA must be accurate. This ETA and time
departing the satellite office will be called into
the 800 emergency number. Confirm at this time that
either the Director of Operations and/or the
President have been notified of the response
activity. Provide either TEC administrative personnel
during normal business hours, or the Director of Operations,
or the President in the DO's absence of any local sub-
contract identification, including phone numbers that
may be anticipated. Notify if the sub-contractor is
to be placed on stand-by or dispatched.
ROUTINE APPROACH TECHNIQUES:
All spills shall be approached from an upwind/upgrade
position. If either position is not possible, substitute
satisfactory distance. Immediately identify and make
contact with the client regardless of who may be the
Incident Commander (IC). After contact with the client,
contact the IC. Extract what information you can,
formulate a plan and pass that plan onto the IC and
client. USE YOUR TEST INSTRUMENTS. Unless material
and concentration of material known is confirmed,
assume the maximum respiratory level of protection
(SCBA). Protective clothing selection will be determined
by scene circumstances, your training and common sense.
Ensure a tailgate safety meeting is accomplished prior
to scene entry. Establish control zones and identify.
After initial scene entry and evaluation, conduct an
additional tailgate safety meeting to modify control
zones if necessary, assign roles, and review mitigation
tactics. DO NOT HESITATE to call upon the DO and/or
Bakersfield office for technical assistance or additional
manpower and equipment.
MITIGATION PROCEDURES:
Mitigate any spill scene using the following
guidelines:
O Shut off leak
- 13 -
