0 <br /> ':ELIC ENGINEERING CORPORATION (TEC) STANDARD OPERATING <br /> PROCEDURE (SOP) # 88.003 <br /> EMERGENCY RESPONSE PLAN <br /> SCOPE: <br /> It is the intent of this SOP to provide all TEC employees <br /> with mandatory guidelines for: Initial call receipt; <br /> client information extraction; mobilization of internal <br /> resources for emergency response to spills; internal and <br /> external notification procedures; routine approach <br /> techniques; mitigation procedures; and packaging, techniques; <br /> mitigation procedures; and packaging, transportation and <br /> disposal procedures. <br /> INITIAL CALL RECEIPT: <br /> Under normal conditions, clients will activate the TEC <br /> emergency response system by calling TEC's 800 emergency <br /> response number. Either the TEC answering service or a <br /> TEC administrative staff person will immediately notify the <br /> Director of Operations (DO) or in his absence the President <br /> of TEC. In the unlikely event a call is received by a <br /> satellite office, client information extraction shall be <br /> accomplished and the satellite office will notify the <br /> Director of Operations through the TEC emergency response <br /> number. <br /> CLIENT INFORMATION EXTRACTION: <br /> Upon initial receipt of a call requiring an <br /> emergency response by TEC personnel, the following <br /> information is to be extracted by the person receiving <br /> the call: <br /> O Time of initial call <br /> O Name and organization of calling party <br /> O Call back number for calling party <br /> O Location of the incident: if a public highway, <br /> route, direction, and milepost; if private <br /> location, exact plant or address location; urgency <br /> of response, ie closed roadway, evacuation, shut <br /> down facility <br /> O Scope of incident: solid, gas or liquid; amount <br /> spilled; threatened waterways, wildlife, etc; type <br /> of container involved, ie storage tank, tank truck, <br /> rail car, dry box, drum, package, etc. <br /> O Suggested route to travel to scene <br /> O Provide approximate ETA and call back with <br /> confirmed ETA when known. <br /> MOBILIZATION OF INTERNAL RESOURCES: <br /> A minimum of an emergency response unit with a <br /> supervisor and two additional personnel shall <br /> - 12 - <br />
