Cherokee Lane <br /> Lodi, CA <br /> This is to inform you that on February 4, 1994 State Water Resources Control Board (SWRCB) staff <br /> with the Underground Storage Tank (UST) Cleanup Fund Program (Cleanup Fund) will review the UST <br /> file of San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) to <br /> determine if you are in compliance with corrective action orders and directives for the above referenced <br /> site. <br /> According to the UST file a 550 gallon waste oil tank was removed in June 1987 and three product <br /> tanks were removed in August 1988. Since benzene was evidenced beneath the diesel tank removed <br /> in August 1988 some further excavation was conducted in December 1988. <br /> The laboratory used the headspace method of analysis instead of Method 8020 for the soil samples <br /> that were collected. In addition one sample was collected beneath each tank instead of the required <br /> two samples beneath each tank. Therefore, there is insufficent information to confirm either that the <br /> site is clean or contaminated. <br /> In addition the piping from the UST's to the dispensers has not been removed to date so the tank <br /> closure is incomplete. <br /> Please contact Eric Trevena of the PHS/EHD UST unit for information on submitting a plan to remove <br /> the piping and to resample the former underground tank pits at (209) 468-0333. If you have not <br /> submitted the plan by March 15, 1994 we will notify SWRCB that you are not in compliance with our <br /> directives and your eligibility for cleanup funds will be jeopardized. <br /> Ernest M.
