MONITORING ALTERNATIVE 9 <br /> Monitoring alternative 9 is part of the proposed amendments to <br /> the Underground Storage Tank Regulations. Assuming these <br /> regulations are adopted, this alternative would be applicable. <br /> Implementation of this monitoring alternative will require Daily <br /> Inventory Reconciliation, Rate of Volume Change testing, Annual <br /> Tank Integrity testing, and Pipeline Leak detection. If this <br /> monitoring alternative is chosen, implementation should be <br /> carried out as follows: <br /> 1) Perform the initial tank integrity test/tests to confirm that <br /> the tank/tanks do/does not leak at the time of implementation <br /> of the monitoring alternative. Integrity testing must be <br /> done within one year prior to implementation of the <br /> monitoring alternative. Based on information obtained from <br /> facility personnel all/the tanks/tank at this facility have <br /> passed an integrity test within the last year. <br /> 2) Daily Inventory Reconciliation shall be accomplished using a <br /> tank level monitor (automated liquid level monitoring <br /> equipment) . This tank level monitor shall be capable of <br /> monitoring the volume of fuel in the tank and performing the <br /> required rate of volume change testing. The tank level <br /> monitor shall meet the minimum requirements as specified in <br /> Section 2641, Subsection C-9 (D and E) of the proposed <br /> amendments to the Underground Storage Tank Regulations <br /> Allowable daily inventory variation and the frequency of rate <br /> of volume change testing shall be dependent upon which <br /> monitoring schedule is chosen from Section 2641 Table 4 . 3 . <br /> Further refinement of the specifications required for <br /> complying with this monitoring alternative are outlined in <br /> Section 2641 Monitor Alternative 9 . Specifications <br /> regarding three types of tank level monitors, each of which <br /> should be suitable for use at this facility, are attached at <br /> the end of this package. <br /> 3 Implementation of this monitoring alternative will require <br /> annual calibration of flow meters by the State of California <br /> Bureau of Weights and Measures. <br /> 4) Pipeline leak detection requirements can be accomplished by <br /> visual inspection since the method of product delivery is by <br /> suction pump. Monitoring shall be as described in Appendix <br /> II of the Underground Storage Tank Regulations. <br /> 5) Tank integrity testing to determine that total product loss <br /> from the tank does not exceed 0. 05 gallons per hour, shall be <br /> performed every three years. Integrity testing shall be <br /> carried out as specified in Section 2643 of the Underground <br /> Storage Tank Regulations. <br />
