-3- <br />(3) Constructed of materials that will not be structurally <br />weakened by the stored motor vehicle fuel; <br />(4) Screened along the entire vertical zone of permeable ma- <br />terial which may be installed between the primary container <br />and the leak interception and detection system; <br />(5) Capable of precluding leakage of any motor vehicle fuel <br />from the casing to areas outside of the leak interception <br />and detection system; and <br />(6) Extended to the ground surface and covered with a locked <br />waterproof cap or enclosed in a surface security structure <br />that will protect the access casing(s) from entry of surface <br />water, accidental damage, unauthorized access, and van- <br />dalism. A secure facility will satisfy the requirements <br />for protection against unauthorized access and vandalism. <br />2.6 The secondary container shall, at a minimum, encompass the area <br />within the system of vertical planes surrounding the exterior <br />of the primary container. If backfill is placed between the pri- <br />mary and secondary containment, then an evaluation shall be made <br />of the maximum lateral spread of a point leak from the primary <br />containment over the vertical distance between the primary and <br />secondary containment. The secondary containment shall extend <br />an additional distance beyond the vertical planes described above <br />equal to the radius of the lateral spread plus one foot. The <br />secondary containment shall be able to hold 100 percent of the <br />motor vehicle fuel stored in the primary container considering <br />space occupied by fill material. <br />2.7 The secondary container must be capable of precluding the inflow <br />of the highest ground water anticipated during the life of the <br />underground storage tank into the space between the primary and <br />secondary containers. <br />2.8 The secondary container and any backfill material between the <br />primary and secondary containers shall be designed and construct- <br />ed to promote gravity drainage of a motor vehicle fuel leak from <br />any part of the primary container to the monitoring location(s). <br />2.9 Double -walled underground storage tanks where the interstitial <br />space is alarmed and open vaults are exempt from the requirements <br />of Section 2.0, except 2.10. <br />2.10 The actual location and orientation of the underground storage <br />tank and piping shall be indicated on as -built drawings of the <br />facility. Copies of all drawings and plans shall be submitted <br />to the Anheuser-Busch Companies Environmental Engineering and <br />Resources Department. <br />
