-2- <br />1.8 Before being covered, enclosed, or placed in use, primary con- <br />tainers and associated piping shall be tested for tightness <br />hydrostatically or with air pressure not less than three pounds <br />per square inch and not more than five pounds per square inch. <br />Pressure piping shall be hydrostatically tested to 150 percent <br />of the maximum anticipated pressure of the system, or pneumat- <br />ically tested to 110 percent of the maximum anticipated pressure <br />of the system, but not less than five pounds per square inch <br />gauge at the highest point of the system. This test shall be <br />maintained for a sufficient time to complete visual inspection <br />of all joints and connections, but for at least ten minutes. <br />1.9 Primary containers shall be equipped with a catch basin surround- <br />ing the fill pipe to prevent any overflow from infiltrating into <br />the subsurface. <br />2.0 Secondary Containers (Leak Interception and Detection System) <br />2.1 Methods of construction for the leak interception and detection <br />system utilizing membrane liners shall meet the following: <br />(1) The membrane liner shall have a permeability factor as <br />tested against ASTM Reference Fuel B; and <br />(2) The liner seam strength shall be equal to the tensile <br />strength of the parent material when tested in accordance <br />with accepted engineering practices for materials testing. <br />2.2 The liner shall be installed under the supervision of a repre- <br />sentative of the membrane liner fabricator or a contractor certi- <br />fied by such fabricator. <br />2.3 The excavation base and walls which come into contact with the <br />synthetic liner shall be prepared to the liner fabricator's <br />specifications and shall be firm, smooth, and free of any sharp <br />objects and protrusions. <br />2.4 The floor of the leak interception and detection system shall <br />be constructed on a firm base and sloped to a collection sump. <br />2.5 Access casing(s) shall be installedin the collection sump. The <br />access casing shall be: <br />(1) Capable of allowing any liquid that may be moving along <br />the upper surface of the leak interception and detection <br />system to enter the casing; <br />(2) Sized to allow efficient removal of collected liquid and <br />to withstnd all anticipated applied stresses using appro- <br />priate engineering safety facors; <br />
