,%W
b. A suitable pump shall be used to remove any liquid and any pumpable
sludge from the tank.
c. Field personnel, equipped to ensure their safety, shall then enter
the tanks and scrap the inner walls clean if necessary. Any solids
or scrapings that accummulate in the bottom of the tanks shall be
manually removed. The tanks atmosphere must be tested for oxygen
and flammable gases before personnel are allowed entrance.
d. The tanks should be rinsed with water and the rinsate handled as
hazardous waste.
e. The tanks are to have holes put in them to prevent possible reuse,
or shall be cut into sections.
4.0 INCLEMENT WEATHER
Steps must be taken to prevent rain from entering the tank excavation
as long as it is open. Methods to be used include, but are not limited
to, tarps and dikes. If rain cannot be kept from entering the excavation
during the tank removal process, work must discontinue until the weather
clears. The excavation will remain open for the installation of a new
tank.
5.0 CONTAMINATED SOIL
If any contaminated soil is encountered, it is to be removed. Determin-
ation of what soil is contaminated is to be made by the Project Manager
using visual and olfactory senses, and organic vapor analyzers. Contam-
inated soil, if allowed by the Air Quality Management District, will
be spread on-site to allow the gasoline to vaporize. If spreading is
not allowed, a composite sample of the soil will be taken. If the sample
result is less than 100 ppm of gasoline in the soil, the soil is to be
taken to a local sanitary landfill. If the sample result is greater than
100 ppm of gasoline in soil, the soil will be handled as hazardous waste.
Soil samples will be taken of the excavation floor and sidewalls and
analyzed for total petroleum hydrocarbons to verify field measurements
and to ensure all contaminated soil is removed.
-3-
