%001 %WV
1.4 SITE SAFETY PLAN
The contractor shall prepare a Site Safety Plan. The safety plan shall
accommodate the handling of the tank contents as a flammable material.
The tank contents may pose a potential explosion hazard in confined areas
such as tanks, buildings, or poorly ventilated excavations.
The Site Safety Plan shall include details of the following items:
a. Worker safety information and instructions
b. Procedures for working with flammable materials (i.e., pumping
flammable liquids, cutting tanks and pipes containing flammable
liquids or vapors)
c. Protective equipment
d. Detection of combustible gas
e. Site security
f. Notification of appropriate emergency agencies
g. Spill reporting requirements
The Site Safety Plan shall be approved by the Project Manager before
start of work.
2.0 REMOVAL OF TANK CONTENTS AND TANKS
2.1 GENERAL
In addition to removing the contents of the tanks, it is intended that
all piping interconnected with the tanks be drained as necessary, cut-
off, purged and capped or otherwise sealed. Arrangements shall be made
to contain and dispose of the pipe contents.
2.2 SPECIFICS
One tank contains small amounts of gasoline and sediment. The contents
of this tank shall be removed and disposed of. Any liquid pumped from
the tank shall be incinerated. After pumping out as much of the liquid
contents as possible, the remaining material shall be removed manually
and placed in approved (RCRA and DOT) containers for incineration. The
second tank contains sand contaminated with gasoline. The sand shall
be removed and, if allowed by the Air Quality Management District, spread
on-site to allow the gasoline to vaporize. If spreading is not allowed,
the sand will be landfilled at an approved site.
3.0 TANK DECONTAMINATION AND DISPOSAL
The tanks shall be decontaminated and sold for scrap. Decontamination
shall consist of the following:
a. If a manway cover is not present or accessible, an opening shall
be cut in the tanks using a method which prevents the possibility
of flareup or explosion.
-2-
