UST REMOVAL WORKPLAN
US POSTAL SERVICE- STOCKTON BRANCH
APRIL, 1998
The soil samples will be analyzed by a state certified laboratory for total petroleum
hydrocarbon as gasoline and diesel (TPH G and TPH D;EPA 8015 Modified), benzene,
toluene, ethylbenzene and xylenes(BTEX; EPA 8020) and fuel oxygenates(MTBE, TBA,
- DIPE, ETBE, TAME;EPA Method 8260). Additional analysis may be completed as
directed by the PHS/EHD inspector. Soil samples collected from the spoils pile will be
analyzed in 24-hours, all other samples will be analyzed in two weeks.
The soil samples will be collected in accordance with the soil sampling protocol
contained in Attachment A. If groundwater is encountered groundwater samples
will be collected and analyzed as outlined above.
An alternative to removing the product lines and disturbing the existing reinforced
concrete surface, is to abandon the product lines as follows. The product lines will be
rinsed and caped at the dispenser and UST excavation. Soil samples will be collected at
_ 20-foot intervals by boring through the concrete to below the product lines. Soil samples
will be collected and analyzed as previously described.
• If impacted soil is encountered within the tank and piping excavations soil samples will be
collected from the impacted spoils pile for characterization prior to disposal. Impacted
soil will be segregated from other soil spoils and placed on and covered with 10 mil
plastic.
• After completion of sample collection, GHH proposes to backfill and compact the
excavation with imported '/4-inch crushed rock to five feet below ground surface(bgs),
native material (following receipt of acceptable laboratory reports) to 18-inches bgs,
compacted aggregate base to 6-inches bgs and concrete to match the existing surface.
• All excavations and trenches will be protected using either temporary fencing and/or
barricades.
• Concrete tank hold down pads(if present)will be left in place unless contamination is
present, in which case they will be removed to access any impacted material. Removal of
the concrete pads will require additional authorization by USPS.
• Should impacted soil be encountered, the excavation will be lined with plastic and
backfilled with imported material. Additional excavation of impacted soil will require
authorization by USPS.
3
