1.0 General Information <br /> As described in Section 2.0,the health and safety plan has been developed for work to be done <br /> for SBC Pacific Bell along at their facility at 2300 East Eight Mile Road in Stockton, California <br /> and other comparable temporary closure sites throughout California. This is the base plan and <br /> has been prepared for the site in Bakersfield. The site activities, hazards, and control measures at <br /> all of the sites are anticipated to be identical except for the emergency response plan. <br /> Shaw Project No.: 838819.36 Date: November 27, 2002 <br /> Project Site Location: 2300 East Eight Mile Road in Stockton, California <br /> 1.1 Project Manager: Sydney Geels for Shaw <br /> The Project Manager is responsible for all on-site activities, including having all appropriate <br /> plans prepared and distributing the plans to Shaw field personnel and to authorized <br /> representatives of each contractor employed to perform work on-site. The Shaw Project <br /> Manager is also responsible for ensuring that the provisions of this Health and Safety Plan (HSP) <br /> are carried out. This includes ensuring that all Shaw field personnel have received adequate <br /> training, that an adequate supply of safety and emergency equipment is available, and that the <br /> required safety reports are submitted to the area Health and Safety Manager/Project Certified <br /> Industrial Hygienist (CIH). <br /> 1.2 Site Safety Officer. Steven Aiosa or Rob Delnagro for Shaw <br /> The Shaw Site Safety Officer(SSO) is responsible for implementing this site-specific HSP. <br /> Irish Construction may also have a SSO or foreman that will be responsible for health and safety <br /> aspects of the work not covered by this plan. The SSO shall be knowledgeable in various state <br /> and federal regulations. This includes ensuring that field personnel have read and signed the <br /> HSP, that a Tailgate Safety Meeting is conducted on-site prior to initiating field activities, and <br /> that appropriate monitoring is conducted. In addition,the Shaw Site Safety Officer will be <br /> responsible for monitoring the site operations for compliance with the HSP provisions and any <br /> applicable federal, state or local requirements. The Site Safety Officer shall stop work due to <br /> violations and unsafe conditions until appropriate action is taken to correct these deficiencies. <br /> The HSP may be amended by the Site Safety Officer to include necessary changes. The Shaw <br /> Site Safety Officer is required to be on-site at all times during tank closure activities to ensure <br /> CNCD:ISNAR W1 02-0 d 1-1 <br />
