ENHAIRM; VAPOR RECOVERY (EVR) <br />fn March of 2coo, the California Air Resources <br />Board adopted new, more stringent vapor recovery <br />requirements for Sa 'tine dispensing facilities. The <br />new progrgln is Oeo -fnnanced'dapor Recovery" <br />(EVR). EVR vias developed to promote enhanced <br />vapor recovery ;{ ' al reliability and to seek further <br />vator am'rxslon redu'Oi s to meet both California <br />old Federal Air 2uality Requirements. These new <br />compliance regoireiaents and certification proce- <br />dures fDc vapor racovery equipment constitute the <br />most stringent aild comprehensive performance <br />and reliability reQuirements in existence for Vapor <br />Recovery System's. Phase 1 EVR is now in force in <br />California. Additional EVR requirements including <br />those for Phase 2 vapor recovery equipment will <br />be phased in based on the timeline defined in the <br />regulatioFis (wvv,,v.arb-ca-gov/vapor/vaporhtm). <br />OutsVe of California VR, ccertain components of <br />EVR, arebeing ydopted o+ cu si•,'.ered in +nany areas. <br />Some itaf t nc rrtecir.irernents for a certified <br />mpori <br />MIR Phase 1 Systems indude: <br />• EVR System Certification Test Protocol — All <br />Phase t vapor recovery components must now <br />be instilled, tested, and certified as a complete <br />integral'PhaSe I System. <br />• EVR System Efficiency - must c v �* Aceed <br />98% vetsu; the 953/o previouslg required. <br />• EVR System Performance - allowable leak rates <br />for components such as spill container drain <br />valves,, overfill valves, and pressure vacuum <br />vents have Keen reduced by 50%. <br />• EVR System Reliability — Operating test period <br />for cerfificatilon of a complete system has been <br />increased tO a minimum of 180 days from the 90 <br />day individual component test period previously <br />required. Periodic follow-up testing of the vapor <br />recDwery seems and components at gasoline <br />dispensing systems is required. <br />EVR and its technology-forcing standards, <br />has raised tyle bar for petroleum equipment <br />manufacturers and for tank owners.
