Mr. Catanyag informed Mr. Bayanzay it is the property owner's responsibility to resolve <br /> this issue. <br /> On November 28, 2005, Mr. Catanyag performed a site visit and spoke with Mr. Ocampo. Mr. <br /> Ocampo stated Mr. Hedayatulla Bayanzay purchased the property for his son, Mr. Karimullah <br /> Bayanzay sometime in January 2005 in spite of violations noted by Jeff Hunt, Stockton Code <br /> Enforcement which included the need to remove a 3-tank clarifier south of the garage. Mr. <br /> Ocampo stated he was unable to remember which month the clarifier was removed. Mr. <br /> Ocampo recalled that upon removing the clarifier, he proceeded to remove the surrounding <br /> concrete and came across an underground storage tank (UST). Mr. Ocampo said he informed <br /> Mr. Hedayatulla Bayanzay of the UST and was told to remove the tank"since you've already got <br /> the backhoe" Mr. Ocampo stated he then removed the UST, although he received no <br /> instructions for properly handling it, and stored it on the south end of the property. After <br /> approximately four months and no further direction from Mr. Bayanzay, Mr. Ocampo said he <br /> decided to crush the UST and send the remains to a recycler. <br /> On January 20, 2006, Kasey Foley, Lead Senior, REHS returned a phone call to Sabur Rahim, <br /> who is with an engineering firm, regarding submittal of an application to sample under the UST <br /> location. Ms. Foley explained that a UST removal application must be submitted and approved <br /> by EHD before any work can begin. I told him EHD was notified a tank had been <br /> removed without a pertnit. I told him a permit must be taken out immediately and <br /> that a second tank may potentially be on the property and that a separate permit <br /> would have to be taken out if there is a second tank on site. Mr.Bayanzay said he <br /> has no problem doing what he must do the way things are supposed to be done. I <br /> gave him the website address for the permit application. Mr.Bayanzay stated he <br /> is having some problems getting onto the property because of his relationship with <br /> the tenant. According to Mr.Bayanzay,the tenant refuses to let him into the <br /> property.
