Weber Avenue, Third Floor <br /> Stockton CA 95202 <br /> RE: Notice of Violation at Ryder Truck Rental #1071 (Stockton CA) <br /> Dear Mr. Sasson: <br /> Tanknology provides certain tank-related compliance services to Ryder Truck Rental, Inc., and <br /> is in receipt of your December 21, 2000 "UST Program Inspection Report." This letter will <br /> address the items you mentioned, so as to resolve certain items and to provide you with a <br /> status on the others. <br /> Category 4 (Certificate of Financial Responsibility) <br /> The most recent CFR for this site was completed on 4117/00 by Tanknology as Ryder's agent, <br /> and sent both to the facility and to San Joaquin County. Since the facility could not locate its <br /> copy, I have attached a copy. <br /> Category 5 (Continuous Monitoring System for UST System) <br /> a. You mentioned that the Veeder-Root TLS 350 ATG console, which is remotely <br /> monitored for alarms by Tanknology & its contractors, was not programmed to produce <br /> audible & visual alarms at the facility. The unit has now been programmed so that <br /> facility personnel will see and hear all compliance-related alarms. <br /> b. If I understood the NOV correctly, you mentioned that the used oil tank either lacks an <br /> annular sensor, or that its sensor (if present) is not properly configured. As I mentioned <br /> in my voice-mail, Tanknology's Sacramento office sent Project Manager Dave Mathie to <br /> the site to look into installing an annular sensor. Mr. Mathie found that there was no <br /> riser to any annular space, and indeed, there appears to be no evidence that this is a <br /> double-wall tank, unless installers simply failed to install the necessary riser. <br /> Nevertheless, the tank has a probe and is configured to run Veeder-Root's Continuous <br /> Statistical Leak Detection (CSLD), which meets leak detection requirements. Thus, I will <br /> ask Tanknology's permitting department to amend that tank's Form B registration to <br /> reflect that leak detection is by ATG testing rather than interstitial monitoring.
