El Dorado Street, Stockton Ken Willis property Dear Ms. Foley, Enclosed please find a copy of our letter to Ms. Candy Catlett, City of Stockton Fire Prevention Division. While it is still not clear how the Fire Prevention Division will treat this abatement,Ms. Catlett along with inspectors Hiltscher and T ubituiki agreed that sending a check is a good start. Also enclosed is a copy of the check used to pay the application fee. Regarding item 2 of your letter,dated August 13, 1997,we are going to establish the comers of the subject property(field survey)by September 18, 1997.. Mr. Willis will have located the tank and piping by that time(interestingly,no one has seen this stubborn tank)and we will be able to show you via a drawing the exact location of the improvements. Since the filler pipes will also be exposed,you can also visit the site in the field if you wish to see the tank and appurtenances. Doing the above will allow us to proceed with the drilling or start negotiations with the adjacent owner if necessary. Regarding item 3 of your letter,please keep any additional moneys and apply them to future inspections, etc. A contractor has not yet been identified for the removal of the piping or the back fill of the tank. A list of your approved contractors would be appreciated. At this point I do not know whether Mr. Willis will still attempt to do the work as owner. Our work plan has been revised in recognition of the generated hazardous waste. A copy is enclosed. A revised site safety plan for the abandonment in place is also attached. This is essentially the same plan that we had used when we anticipated tank removal instead of abandonment. A signed service request form is being forwarded to you by Mr. Willis. As noted in your letter, as soon as we can obtain Fire Department approval,we wish to proceed with the borings. By that time you will have a more accurate plot plan detailing exact tank and piping location along with an updated boring diagram. If you have any comments please don't hesitate to call me.
