JOB HAZARD ANALYSIS Potential hazards fall into the following groupings: Hazards common to all heavy construction sites;Hazards related to the explosive nature of fuel tanks; Hazards due to chemicals and pollutants. Construction heavy equipment hazards will be minimized due to very few personnel being on the site, thereby minimizing the risk of unplanned equipment/human contact. Equipment stability(roll over)is not an issue with the size of backhoe(PH. GRADEALL)Mr. Willis plans on using. The long reach of this hoe will allow him to stay far away from the edge of the piping excavation. Said backhoe is of the "track"type which adds further to stability and maneuverability. Underground Service Alert(USA)will be notified prior to excavation and therefor all pertinent utility lines will be identified. Mr. Willis will not dig close to any live electrical or fuel lines. Proper clothing,including a hard hat,will be worn at all appropriate times. Empty fuel tanks can pose a fire or explosive hazard. To mitigate such hazard,the tank shall be rendered inert through the displacement of combustibles with carbon dioxide. The displacing gas will be introduced by inserting dry ice,preferably in pellet form,into the tank through the fill tube. A gas meter will be used to monitor the L.E.L.before and during their"icing". Handling of the tank shall not proceed until the combustibles have been reduced to a safe level. Chemical and pollutant hazards are not anticipated. Personnel might come in contact with diesel product. While contact should be avoided,thorough washing of the skin should mitigate any negative effects. There is a probability that contact will be made with the outside asphalt coating of the tank, if it exists. Said contact should be benign and can be mitigated by washing of the skin. If any unforeseen chemicals are discovered,the job will be stopped until said chemicals are dealt with and a plan developed for its avoidance or removal. 4. JOB HAZARD SUMMARY Avoid construction hazards by limiting unauthorized/untrained people on the job site. Use conservative techniques during the excavation and removal process. Personnel are to wear proper clothing for the task. Monitor the levels of hydrocarbons throughout the operation. Displace the combustibles by inserting dry ice through the filler tube of the tank. No work shall be done until safety has been established as shown by a gas meter. Expcted chemical exposure(asphalt&diesel)contact is to be avoided. If skin contact is established proper washing with soap and water should ensue. If unexpected chemicals are discovered, they are to be avoided. If unavoidable,all work should stop and the job site should be secured until a contingency plan is developed.
