z <br />Opp <br />GROUND ZERO ANALYSIS, INC. <br />1714 Maio Street <br />Escalon, California 95320-1927 <br />Telephone: (209) 838-9888 <br />Facsimile: (209) 838-9883 <br />June 29, 2001 <br />Mr. Mike Souza <br />Souza Realty and Development <br />105 E 10" Street <br />Tracy, CA 95376 <br />Subject: Summary of Site Activities Related to Underground Storage Tank Removal <br />612 West 11'" Street, Tracy, California (Figure 1). <br />Dear Mr. Souza: <br />This correspondence summarizes the site activities associated with the removal of one approximately 7,800 gallon <br />underground storage tank (UST) on June 11. 2001 and one 1,000 -gallon UST on June 15, 2001. The previous <br />contents of the USTs are unknown. <br />On June 11, 2001, Mr. Sean Garvey of Ground Zero, Ms. Allison Youngblood of San Joaquin County Public Health <br />Services, Environmental Health Division (PHS/EHD), and Mr. Dave Barboza of Tracy Fire Department arrived on <br />site to observe the removal of one 7,800 gallon unknown fuel UST by Jim Thorpe Oil, Inc (Thorpe). The tank was <br />removed under permit issued by PHS/EHD and was identified as number 39-515589. According to Thorpe, no <br />product was present in the tank upon initial examination. <br />Prior to removal, the UST was rinsed and inerted with dry ice. Upon completion of the inerting procedure, the tank <br />was removed. During removal an orphan UST was discovered, however, due to the inability to obtain the necessary <br />supplies and coordinate for waste removal and transportation within a timely manner, it was decided to uncover the <br />second tank but remove it at a later date. <br />Numerous holes ranging from approximately '/a inch to 4 inches in diameter were present in Tank 1 along the <br />tank bottom. Surface rust was present on the remainder of the tank. Strong petroleum hydrocarbon odors and <br />soil discoloration were noted in the soil visible along the floor of the excavation. Water was also present in the <br />excavation. After discussion with PHS/EHD it was decided to sample the groundwater subsequent to the removal of <br />the second tank. <br />On June 15, 2001, the 1,000 -gallon orphan UST identified as 39-515591 was removed under permit issued by <br />PHS/EHD. No product was present. Prior to removal, the UST was rinsed and inerted with dry ice. Upon <br />completion of the inerting procedure the tank was removed and examined for compromises of integrity. <br />Numerous holes up to 4 inches in diameter were found along the tank bottom.
