-2- <br />1.0i <br />Western Meter Service, Inc. will approach all tank excavations as <br />possible cave-ins. The following rules will be followed to <br />prevent any mishaps: <br />1 - Soil to be inspected for stability before and after tank is <br />removed. <br />2 - Soil is to be kept at least two feet from the edge of the <br />excavation. <br />3 - If excavation is five feet or more in depth, the sides shall <br />be tapered, braced or other equivalent methods shall be used <br />to prevent cave-ins if lack of stability requires. Precautions <br />will be taken at all times. <br />Soil samples will be taken by GEOLOGICAL AUDIT SERVICES, INC. <br />of Stockton, CA 356-0264. The method of sampling will be <br />soil excavation by backhoe. Samples will be taken by hand from <br />the backhoe bucket using brass or stainless tubes. Samples will <br />be taken two to four feet below each end of the tank into native <br />soil. All of the above procedures will be done according to code. <br />After the samples have been taken, the hole will be backfilled if <br />approved by the local environmental health division representative <br />on the site. <br />Western Meter Service, Inc. will hold shop meetings before start of <br />tank removal to discuss safety procedures. The "Buddy System" will <br />be discussed and the course of action to be taken should an injury <br />occur to an employee or other individual on the site. Some of the <br />many rules to be discussed to help prevent an accident or injury <br />are: <br />1 - Avoid standing on top of the tank -- the surface may be slippery. <br />2 - Check for falling objects, slipping and tripping hazards. <br />3 - Visqueen plastic sheeting will be used, if necessary, to cover <br />excavated soil and will be placed under suspected contaminated <br />soil piles. <br />4 - Where necessary, the site will be secured with construction <br />barricades and warning signs will be posted to preven the <br />exposure of unauthorized, unprotected people to site hazards. <br />5 - Limit time of exposure to noisy equipment. <br />6 - Keep a safe distance from the excavation and heavy equipment. <br />7 - Stay upwind from the tank and/or excavation to avoid <br />unnecessary exposure whenever possible. <br />8 - Limit exposure by minimizing the exposure time and maximizing <br />the distance to the sourece of vapor release. <br />9 - Avoid the area or take special action when ventilating the <br />tank with water, dry -ice or air. <br />10- Excavation is not to be entered without first monitoring the <br />air. <br />Western Meter Service, Inc. shall provide a map showing the shortest <br />route to the nearest hospital to be used should an injury occur. <br />A copy of the map will also be on teh job site along with the <br />applicable permits. <br />
