The 87
STP sump sensor couldn't be relocated due to the short power cord. Ensure that all monitoring equipment is
maintained to detect a leak at the earliest opportunity. Submit proof of correction to the EHD.
This is a repeat violation, Class Il.
315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
Liquid was observed in the 91 fill sump due to water released by the 91 spill container that failed at the time of
inspection. If water could enter into the secondary containment by precipitation or infiltration, it must be removed
and disposed of properly. Immediately remove this liquid, make a hazardous waste determination per Title 22
hazardous waste regulations, and manage it accordingly. Ensure that the 91 fill sump is maintained free of liquid.
This is a minor violation,
319 CCR 2635(b) No spill bucket, failed to contain five gallons, or failed to provide a means to keep it empty.
The 91 spill container failed when tested. All USTs shall be equipped with a spill container that has a minimum
capacity of five gallons and a drain valve that allows drainage of the collected spill into the primary container or
provide a means to keep the container empty. Immediately contact a properly licensed, trained, and certified
contractor to install an approved spill container under permit and inspection of the EHD, if applicable. If a spill
container can't be installed immediately, there is a possibility that the 91 UST system may be red tagged to prevent
fuel inputs.
This is a repeat violation, Class Il.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by 2/1812018.
Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program
documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST
Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if
applicable), and the Owner Statement of Designated Operator Compliance.
