Ben Holt Drive <br />Stockton, CA 95219 <br />It has been brought to my attention that this site has recently <br />been issued a permit to remove the existing underground tanks. <br />In order to avoid any delays in your work schedule, I would like <br />to take this opportunity to bring to your attention some <br />requirements in the event you anticipate the need to remove any <br />petroleum impacted soil discovered during the tank removal. <br />Over-excavation/removal of contaminated soils is a corrective <br />action, and as such, shall comply with the requirements contained <br />within the Underground Tank Regulations. <br />Pursuant to Underground Tank Regulations (California Code of <br />Regulations, Title 23, Division 3, Chapter 16, Article 11, <br />Sections 2725 to 2728) a Corrective Action Plan is required to be <br />submitted to San Joaquin County Public Health Services, <br />Environmental Health Division (PHS-EHD) for review and approval <br />prior to any corrective action commencing on site. <br />The plan is to describe the work that is proposed. In this case, <br />a detailed plan describing soil removal and over -excavation will <br />need to be submitted. A calculation of the total amount of soils <br />to be excavated (in cubic yards), a site map with limits of <br />excavation clearly shown, the proposed disposition of all soils <br />and any contaminated groundwater collected, and a work schedule <br />showing start and finish dates of all work to be done during this <br />phase of work should be included. <br />In addition, all Corrective Action Plans are required to go <br />through Public Participation prior to enacting the plan. After <br />PHS-EHD has reviewed the plan and has made a tentative <br />determination that the plan is in compliance and the resultant <br />work will not create significant adverse environmental impacts <br />which would exceed the benefits to be gained from the proposal, <br />the site will be posted and a public comment period will be <br />established to allow the public the opportunity to request a <br />hearing. <br />A Division of San Joaquin County Health Cam Services <br />
